The overall objective of this study is to assess the implications of ongoing regulatory and technological transformations—driven by decarbonisation and digitalisation—on the functions, competencies, and workforce requirements of maritime administrations, with a view to informing strategic workforce planning, institutional adaptation, and targeted capacity-building at European level.
